Located north of Wellington and with a population of 30,000, Horowhenua District offers a stunning natural environment on the lower west coast of the North Island. Unspoilt beaches, forest walks and a hinterland rich in Māori and European history, Horowhenua has superb natural assets and a thriving cultural life. The District also concentrates a wide range of economic activity, facilities and visitor attractions in a compact and accessible area.  Horowhenua District Council (HDC) role and commitment is to develop a district that balances economic, social, cultural and environmental well being.

HDC is currently seeking to appoint a Chief Executive Officer who will lead in the delivery of its long-term ambitions. With a focus on strategic leadership and efficient management of Council’s activities, the Chief Executive will balance efficiency and value for money with aspirational service goals. These goals include the enhancement of organisational capability and the development of closer relationships with community members, elected officials, regional and business stakeholders, and central government. Also crucial to the position will be the development of strategies that realise economic growth, foster a culture of customer-centrism, and ensure robust financial management practices are embedded at Council.

Preferred candidates should be progressive, energetic and influential. They will have excellent communication skills, a collaborative leadership approach, political acuity, commercial acumen and a track record of delivering outstanding results. Relevant background for preferred applicants will include leadership experience within local government, or in a context that has required engagement with those in the sector. Also, important will be an ability to develop sound environmental strategy and progressive relationships with Iwi partners. The ability to work with and respect the governance role of elected members - along with knowledge of issues related to the pressures of growth - will also be important for success in the role.
