Located north of Wellington and with a population of 33,000, Horowhenua offers a stunning natural environment on the lower west coast of the North Island. The district also concentrates a wide range of economic activity, facilities and visitor attractions in a compact and accessible area. In this context, Horowhenua District Council’s (HDC) role is to develop a district that balances economic, social, cultural and environmental wellbeing.

Reporting to the Chief Executive, the General Manager Infrastructure leads the effective delivery of council’s roading, three waters and waste management functions. With four direct reports, the role is also responsible for complex capital projects and implementation of HDC’s asset management plans and ensures infrastructure services meet the required public health and statutory requirements.

Among other factors, improvements to regional roading is a significant driver of district growth: as such, the GM Infrastructure will play a pivotal role in shaping strategy that will anticipate and capitalise on these developments. As such, building relationships with key infrastructure stakeholders outside of the district will be a formative part of this position.

Preferred candidates for this role will bring extensive experience in similarly complex contexts – within or outside local government. They will have a history of forging and maintaining strong relationships with the community: a proven ability to lead from the front, listen and liaise in a community-centric environment is essential. Also important is a background in leading large, multi-faceted teams, and a readiness to negotiate the tactical challenges of operational management.
