Head of Risk and Resilience - Palmerston North City Council

Reference Number: 250318aa

Location: Palmerston North

Palmerston North is a vibrant, progressive and ambitious city. The city is experiencing growth in all sectors, and competes with other regional centres amidst technological and demographic change for capital, talent and visitors.

In this context Palmerston North City Council (PNCC) provides services to 90,000 residents, employing 600 staff across a broad range of functions. PNCC is leading a bold new vision for Palmerston North: ‘small city benefits, big city ambition’ that will help the metro achieve its potential, capitalise on its strengths, and thrive in the future. To support its transformation, PNCC is currently seeking expressions of interest in the appointment of a Head of Risk and Resilience.

This role is responsible for the leadership and delivery of PNCC’s Risk and Resilience functions (risk management, security, business continuity planning, and civil defence and emergency management). The role includes development and oversight of risk and resilience-related organisational frameworks, and leadership of the range of risk and resilience work programmes.

Success in this role lies in balancing several key functions: the building and maintenance of relevant stakeholders across the region, the effective team leadership and enablement of subject matter experts, and an ability to provide high-quality, programme-level oversight of the functions covered within Risk and Resilience. As such, this role would suit an experienced leader who is passionate about combining technical excellence with a commitment to positively building the profile of this team’s function – both within PNCC and beyond.
