In early 2010 Sheffield was appointed by The Auckland Transition Agency to assist with the merger of eight Councils in the Auckland region.
What Did We Do to Help
Sheffield helped to appoint the inaugural Chief Executive, Chief Operating Officer, Chief Planning Officer and Chief Financial Officer. These four positions, given the huge media, government, sector and community interest, were exceptionally high profile and required extensive stakeholder consultation and project management disciplines to deliver within a very tight timeframe.
Following this work with the Council executive appointments at Tiers 1 & 2, we assisted with establishing, on behalf of the government, seven new CCO boards. We were asked to liaise with the Department of Internal Affairs, the Ministry of Local Government, the Auckland Transition Agency, the Prime Minister’s Office, and, in the case of the Auckland Transport Board, the Ministry of Transport. Our role included assisting with the content of the cabinet paper, managing a complex stakeholder consultation process to seek nominations, and then the selection and appointment of initially 24 Non-Executive Directors.
As well as our work on the CCO governance appointments, we were further engaged to project-manage the appointment of 28 senior executives for six CCOs. This included the Chief Executive and Tier 2 appointments, with input from the ATA and the newly appointed Chairs of the CCOs.
What Happened as a Result
Sheffield currently manages the Council's board appointment processes, having established a Director Register of interested potential applicants, and also providing a facilitated service to support Council in its management of recruitment processes and in its drive to build diversity in its board membership.
In the past 5 years Sheffield have managed 14 Director processes, enabling Council to develop an increasingly diverse and skilled director profile on its CCO’s.
