- Lead a skilled Three Waters design and delivery team
- Lead a diverse annual planned renewals programme
- Located in the heart of Invercargill’s transformed city-centre
- Competitive package, five weeks’ leave and ongoing PD
About the Council:
Invercargill City Council serves more than 57,000 people across Invercargill and Bluff. Known as Waihōpai, Invercargill is New Zealand’s southernmost city and the commercial heart of Southland - and it’s a city on the move. A revitalised city centre, the rebuild of Te Unua Museum of Southland and the once-in-a-lifetime Branxholme Pipeline Upgrade are reshaping the city and lifting confidence in its future.
Council’s Three Waters business is in genuinely strong shape. Rather than chasing failures, the focus is firmly on planned, end-of-life renewals, backed by asset management practice that ranks among the most mature in the country. A newly secured long-term delivery partnership is strengthening a growing Three Waters supply chain, giving the programme the capacity and certainty many councils can only aspire to.
Add short commutes, affordable living and some of the world’s most spectacular scenery on your doorstep, and Invercargill offers a rare combination of meaningful work and an outstanding lifestyle.
About The Role:
Reporting to the General Manager -Water Services, you will be one of three senior leaders across a Water Services group spanning operations, strategy and planning, and engineering design and delivery. You will lead Engineering Services, a team of engineers and project managers, and take ownership of Council’s Three Waters capital renewals programme, worth approximately $15 million each year.
You will lead an in-house design service for three waters infrastructure and minor roading, oversee the delivery of renewals projects and direct external consultancy resources. Contract management and project management sit at the core of the role, from cost estimating, tender and contract preparation through to construction monitoring, commissioning and acting as the Engineer to the Contract.
Beyond delivery, you will be a trusted technical voice for the organisation, contributing to the Long-Term Plan, Water Service Delivery Plan, Water Services Strategy and asset management plans, guiding land development and natural hazards advice, presenting to Council and committees, and working in partnership with mana whenua and the wider supplier market. With a team that is still forming, you will have a real opportunity to shape its culture, develop its people and set the standard for how three waters related engineering is delivered in Invercargill.
Skills & Experience:
You will ideally be a Chartered Professional Civil Engineer with the technical credibility across three waters design and delivery, to lead engineers and facilitate both the commercial and contractual judgement to deliver a substantial capital programme. Whether your background is in consultancy, contracting or a client-side organisation, you will bring:
- 10+ years’ civil engineering experience, including significant three waters design
- Strong project and contract management experience under NZS 3910 or equivalent
- Proven success leading, managing and mentoring engineering teams
- Accurate estimating, forward programming and budget control
- The ability to communicate complex technical issues clearly to elected members, executives and the community.
A project management qualification (such as PMP) and professional association membership would be an advantage.
In return, you will receive a competitive remuneration package, five weeks’ annual leave and ongoing professional development – along with the chance to lead a programme that is genuinely on the front foot, in a city that is building for its future.
